Kitesurfing Organizations: World Sailing, IKO, PASA, the GKA Tour and the Olympics

A beginner gets a certification card at the end of a week of lessons in North Carolina. A 14-year-old enters her first freestyle contest. A big air pro waits on the beach for the wind to build before her heat. And in July 2028, a few dozen kite racers will chase the first sailing medals of the Los Angeles Olympics. Behind all of it sits a web of kitesurfing organizations: the sport’s world governing body, Olympic classes, instruction bodies that certify teachers, and pro tours. Here’s who does what, in plain words.

World Sailing, IKA and Formula Kite

Kiteboarding is a discipline of sailing, so the world governing body is World Sailing. It publishes the Racing Rules of Sailing, which govern kite races as well as boats, chooses the Olympic equipment and runs the Olympic sailing competition. It also sanctions the GKA Kite World Tour’s disciplines.

  • Formula Kite is the Olympic kite class, raced on foil kites and hydrofoil boards around upwind and downwind courses.
  • The class is managed by the International Kiteboarding Association (IKA), which keeps the list of registered equipment.
  • It isn’t one-design: riders choose from registered production kites, foils and boards, with a maximum kite size of 21 square meters for men and 19 for women and no more than one registered kite per size range.

US Sailing pathways

US Sailing is the national governing body for sailing in the US, and that includes kite racing. For young racers, it’s the main pathway:

  • US Sailing Youth Team: open to athletes under 19 in six classes, including Formula Kite. The Youth National Team takes up to four Formula Kite athletes (the top two women and top two men), chosen by results at qualifying events such as regional midwinter championships and national championships.
  • U.S. Youth Championship: the 2026 edition, October 9 to 12 at Alamitos Bay Yacht Club in Long Beach, California, includes Formula Kite. Racers must not turn 20 in the calendar year. Results can lead to a spot on the team for the Youth Sailing World Championships.
  • Olympic level: US Sailing selects and supports the US Olympic sailing team. Daniela Moroz of Lafayette, California, a multiple Formula Kite world champion, was the first US sailor to qualify for Paris 2024 and finished fourth in kiteboarding’s Olympic debut.

There’s no NCAA championship for kiting; US college sailing (ICSA) races mostly dinghies. Racers usually train through clubs, regattas and US Sailing’s programs while at school.

Instruction: IKO and PASA

Kite schools in the US are usually certified by one of two organizations. Both train instructors and give students a card that shows their level, which kite spots and rental centers may ask to see.

IKO (International Kiteboarding Organization)

IKO certifies kite instructors and schools around the world. Its kiteboarder pathway has three main steps: Discovery (about two hours on average: setup, safety systems, flying the kite and landing it; minimum age 12 and a minimum swimming level), Intermediate (water skills such as relaunching the kite, self-rescue, body dragging and the water start) and Independent (about eight hours on average: riding upwind, speed control, changing direction and self-launching and landing). After that, Evolution courses cover jumps, waves, unhooked tricks and foiling. IKO says most lesson packages run 6 to 9 hours and cost $350 to $900. Its instructor courses require first aid and CPR certification.

PASA (Professional Air Sports Association)

PASA is a US nonprofit, member-driven association that sets standards for kiteboarding schools and certifies instructors through a five-day Instructor Certification Program. It certifies kiteboarders at three measurable skill levels (Level 1, 2 and 3), each signed off by an instructor of that level or higher. PASA describes its card as a “boarding pass” to popular kite spots and a way to qualify for rentals and prove your level when you travel. Current PASA membership, first aid and CPR are requirements for its instructors’ insurance.

Which one? Both are widely recognized. What matters more is the individual instructor and school: ask about radio helmets or boat support, the student-to-instructor ratio, the wind and water conditions they teach in, and how they decide you’re ready to ride alone. The pro tour

GKA Kite World Tour

The GKA runs four official kite disciplines, all sanctioned by World Sailing: Freestyle (tricks on twin-tips, judged in heats), Kite-Surf (wave riding on surfboards), Big Air (huge jumps and kiteloops) and Hydrofoil Big Air. Riders enter through the rankings, video applications or local wildcards. The minimum age is 14 in the year of competition, and a separate GKA Youth World Tour has U14, U16 and U19 brackets based on birth year. As of the 2026 season, freestyle titles are decided over three events, including Puerto Vallarta in Mexico, and the kite-surf tour opens and closes the year.

What each GKA discipline asks of a rider

  • Freestyle: technical, often unhooked tricks on a twin-tip in flat or choppy water. A 2026 survey of 3,138 kitesurfers found knee ligament injuries were 10% of freestyle riders’ major injuries.
  • Big Air: the highest jumps and kiteloops in strong wind. In the same survey, rib injuries were 19% of Big Air riders’ major injuries and concussions 7%.
  • Kite-Surf: wave riding on directional boards, judged in heats.
  • Hydrofoil Big Air: jumps and tricks on a foil board.

The Olympics

Kiteboarding joined the Olympics at Paris 2024, where Austria’s Valentin Bontus and Great Britain’s Eleanor Aldridge won the first Formula Kite golds and the US’s Daniela Moroz finished fourth. The top 10 after the opening series went to a medal series of semifinals and a final, decided by race wins.

At LA28, sailing runs from July 16 to 28, 2028. Kite racing is at Belmont Shore in Long Beach: qualifying starts July 16, and the men’s and women’s kite finals on July 19 are the first sailing medals of the Games. The sailing program has equal events and athlete numbers for women and men. The 2026 Long Beach Olympic Classes Regatta, on the same waters, sent its top 10 kiters into quarterfinals, semifinals and a final.

Clubs and local communities

Most riders’ real “league” is the local spot: a kite club, a beach access group or the regulars at the launch. Clubs often negotiate beach access with towns and parks, set local rules and run friendly races and downwinders. Joining one is the best way to find riding partners, which matters for safety. Kitesurfing organizations questions

What is the governing body for kitesurfing?

World Sailing, worldwide, because kiteboarding is a sailing discipline. In the US, US Sailing is the national governing body. The International Kiteboarding Association manages the Olympic Formula Kite class.

Is IKO or PASA certification better?

Both are recognized in the US, and both give you a level card. The quality of the individual school and instructor matters more than the logo, so ask about their safety setup, ratios and conditions.

How old do you have to be to compete on the GKA tour?

At least 14 in the year of competition. Younger riders can compete on the GKA Youth World Tour in U14, U16 and U19 brackets.
